West Berkshire Council to Use Social Media Surveillance

UK local authorities are looking at people’s social media accounts as part of their intelligence gathering and investigation tactics.

Local councils in the UK, including West Berkshire, are now turning to social media as part of their intelligence-gathering efforts.

While it might seem surprising for a council like West Berkshire, they do have the authority to conduct directed surveillance to tackle specific crimes, particularly those with penalties of six months or more.

West Berkshire has recently updated its approach to surveillance, which includes three main techniques: acquiring communications data, directed surveillance in public spaces, and using covert human intelligence sources, like undercover officers.

The council employs Automatic Number Plate Recognition (ANPR) systems in certain car parks for traffic enforcement and monitoring. However, access to these surveillance powers is strictly regulated, requiring both internal and judicial oversight.

When it comes to CCTV, the council has installed cameras in key areas like its Market Street offices and Newbury Wharf to enhance public safety. They assure that the footage will only be used for crime prevention, with data shared with authorities like the police upon legitimate request.

Data from public cameras is managed by Century, a company hired by the council, ensuring that personal data is processed in the public interest while balancing privacy rights.

Over the last 25 years, councils have invested heavily in surveillance systems, driven by public demand for safety measures against crime and disorder. Recent advancements in technology have expanded how these systems are used, from monitoring public areas to addressing alcohol-related issues.

Importantly, covert surveillance methods require a magistrate’s approval and must be justified under the Regulation of Investigatory Powers Act (RIPA) 2000, ensuring that they are necessary and proportionate.
