Controversy Erupts Over Kennet Centre Plans

Wranglings over the new Old Town proposal for the replacement of the Kennet Shopping centre have started – with Thames Valley Police and the council housing team objecting to the scheme.

Debate is heating up over the proposed redevelopment of the Kennet Shopping Centre in Newbury, with objections from both Thames Valley Police and the council's housing team.

The police have raised concerns about the design of the new mews quarter, suggesting that the layout could create hiding spots for criminals. They describe the gated approach as ‘unclear’, with poor lighting and visibility, which could lead to loitering in public spaces.

Meanwhile, the council's housing team expressed disappointment that affordable housing is still not a priority in the plans, noting a significant increase in demand for affordable homes in the area. The number of active applicants on the council's housing register rose from 660 in August 2021 to 1,084 by March 2024.

Archaeologists have also voiced their concerns, calling for a more extensive investigation of the site due to its historical significance. In contrast, the council's economic development team is mostly supportive, but they warn about the drastic cut in retail space, which could impact the vibrancy of the town centre.

On a brighter note, conservationists, including Historic England, are pleased with the revised plans, stating they align better with the town's character. The Newbury Society, which had previously opposed the project, now sees potential benefits but is concerned about the height of a proposed six-storey building on Cheap Street.

The redevelopment plans will be discussed at a special council planning committee meeting on September 10.
