Drivers paid millions to park in Reading and also faced fines for parking and driving rule breaches, according to Reading Borough Council's Parking Services Annual Report for 2024/25.
The council says it raised £6.872 million from parking services in 2024/25.
Penalty charge notices (PCNs) can be discounted by 50% if paid within 14 days.
Bus lane enforcement generated 61,835 fines, raising £1,815,889 in 2024/25.
Parking breaches drew 61,965 fines and brought in £1,747,643.
The council won permission from the Department for Transport in November 2022 to enforce moving traffic offences. It issued 5,883 of these in 2024/25; drivers paid £208,999 in fines, and the council reports it made £236,522 from enforcing moving traffic offences.
Overall the council ended the year with a net surplus of £6.87 million (£6,872,920 for 2024/25).
Enforcing parking PCNs left the council with a net cost of £247,207 in 2024/25; that was the only net cost category for parking services that year.
Any money raised from parking enforcement must be reinvested in transport projects such as road surfacing and safety measures.
Parking wardens employed by contractor Trellint struck in December 2024 and in January and February 2025. They also struck in May 2025, which is outside the report period.
The Trellint contract for parking enforcement officially ends in 2027. The council and Oxfordshire County Council have launched a joint procurement process to appoint a new contractor this November.
