A bid to add 29 new homes at Bucklers Park, off Nine Mile Ride, will be decided by Bracknell Forest's planning committee on Thursday night.
The plan would replace a previously approved council depot with housing and more green space. Planning officers have recommended approval.
The 29 homes would be a mix of two- to five-bedroom houses. Ten would be classed as affordable housing - social rent, affordable rent and shared ownership - 35% of the development.
The site sits outside the borough's settlement boundary and was allocated for a depot and open space in the Local Plan. Officers say because the council cannot currently demonstrate a five-year housing land supply the Government's "tilted balance" applies, making it easier to approve developments if their benefits outweigh the harm.
The layout would extend Hailwood Avenue to match Bucklers Park, link walking and cycling routes and reposition three previously approved homes. The planned depot would be removed and replaced by 1.92 hectares of open space, which officers say would generate less traffic than a depot.
There are concerns about the gradual merging of Bracknell and Crowthorne, but planners say the gap would remain, helped by existing woodland and new planting. Impact on neighbours is expected to be limited - the nearest homes are about 35 metres away and each new house would have a garden. Traffic is predicted to be low, with roughly 14 vehicle movements at peak times.
The site is not at high flood risk and drainage would be managed through sustainable systems. Environmental measures include new habitats, wildlife protections and contributions to mitigate impacts on the Thames Basin Heaths.
Officers conclude the benefits of new housing, affordable homes and extra open space outweigh the policy conflicts. Councillors will make the final decision tomorrow.
