Plans to extend Appletrees care home in Bucklebury would create space for three more residents.
The application at West Berkshire Council seeks permission for two standalone supported-living units in the garden, a staff cabin for 24-hour support and conversion of the existing activities building into a self-catering unit.
The proposal would support adults with learning disabilities, autism and mental health needs, helping residents build daily living and personal skills before moving on to general housing.
Appletrees is a former farmhouse converted in the 1980s and is reached by a shared unmade lane crossed by Bridleway Bucklebury 72. It currently has eight bedrooms for residents with complex needs.
The new units would be sited at the north end of the site near the activities building, with a cabin for staff nearby.
Officers recommend approval, but five objections have been lodged citing worries about increased noise and shouting, road safety for walkers, cyclists and horse riders, limited water supply as the properties are not on the mains, and a lack of nearby shops and parks.
