Nearly 60,000 fines were issued to drivers in Reading in 2024/25 - a total of 59,335 penalty charge notices, the council's Parking Services Annual Report shows.
Reading Borough Council manages on-street parking and 12 public car parks. Most fines - 56,351 - were for on-street breaches; 2,984 were for car parks and other off-street locations.
The figures include red route and clearway stops. Council CCTV cars, called approved devices, issued 9,449 red route fines; 200 PCNs were for stopping in a restricted area outside a school and 142 for stopping at bus stops.
PCNs come in two levels: higher (£70) for serious breaches such as stopping on double red lines or parking in a permit bay, and lower (£50) for things like expired permits or pay-and-display tickets.
Pay early: the fine can be reduced to £25 or £35 if paid within 21 days. It must be paid in full within 28 days, after which it rises to £75 or £105.
Off-street in detail: 2,807 were classed as lower-level and 177 higher-level contraventions. The majority - 2,020 - were for not clearly displaying a ticket.
The report also notes 82 new pay-and-display machines were rolled out in 2024/25 and completed, and that no one was caught overstaying the typical two-hour on-street maximum.
Financially, enforcement left a net cost of £247,204 in 2024/25, offset by a £1,927,211 surplus from pay and display and £2,174,316 from car parks.
