Resident Fears Noise, Nuisance from New Licence

A Bracknell resident has objected to a late-night music and alcohol licence for Sangeetha Restaurant and Banquet Hall, saying late-night users of the street often "s**t" and "p**s" behind his building.

Mr Phillip Pelling, who lives opposite the premises at 5 High Street, says he fears noise, anti-social behaviour and safety will get worse if the licence is granted.

He says he sometimes had to wear noise-cancelling headphones when the nearby Den of Bracca played loud music.

"People like to go behind my building every night and get drunk and do drugs in the alleyway, leaving broken bottles most nights, or take a s**t or p**s."

"So I am afraid that this will also increase with the late-night alcohol and music."

Mr Pelling says he is "opposed to the music so late in the night" and highlighted that his end of the high street is "very dark at night" because most street lights have not been working for about two years despite repeated complaints.

SVR Bracknell Ltd has applied for a new premises licence for Sangeetha Restaurant and Banquet Hall, described as a "Pure Indian Vegetarian Restaurant and Banquet Hall". The application covers live and recorded music and indoor dance, late-night refreshment on Fridays and Saturdays 23:00-00:00, and the sale of alcohol daily typically 11:00-23:00, extended to midnight on Fridays and Saturdays.

The restaurant proposes opening from 08:00, closing 23:30 Sunday-Thursday and 00:30 on Fridays and Saturdays; live music and dance would be limited to the banquet hall.

To address licensing objectives the operator offers CCTV, an incident log, Challenge 25, staff training and a rule that on-sales of alcohol must be with a substantial eat-in meal and not taken outside. After Environmental Health concerns the applicant has agreed a detailed Noise Management Plan that must be approved by the Licensing Authority and Environmental Health. The NMP will cover entertainment noise, customers' behaviour, deliveries, waste, plant, monitoring, staff training and a complaints procedure, with a requirement that noise from the premises shall not give rise to a public nuisance.

The application will be decided at a Licensing Panel of Bracknell Forest Council - Tuesday, 9 June 2026 6.00 pm.
