Thames Valley Moves Closer to Devolution Powers

A devolution plan that could give the Thames Valley more powers and funding has moved a step forward after Chancellor John Healey's budget announcement.

The Autumn Budget included a proposed £9.1m from the Government's Good Growth Funds and placed the area, including West Berkshire, on a programme to create a mayoral strategic authority (MSA).

Leaders across Berkshire, Oxfordshire and Swindon wrote to Jim McMahon earlier this week confirming their aspiration for an MSA, and Mr Healey said the Thames Valley, along with nine other areas, will progress plans.

Thirteen councils will now develop the proposal ahead of a stakeholder consultation planned for the new year. Subject to councils approving the proposal in December, a formal submission would go to Government in spring next year, with a shadow MSA later in 2027 and mayoral elections in 2028.

An MSA would be led by an elected mayor and a board of representatives from all upper-tier authorities, bringing new powers and funding while local councils would continue running day-to-day services such as bin collections, social care, schools and local planning.

Supporters say a mayor would bring more money and control over transport, housing and skills, with decisions made locally rather than in Westminster, but some council leaders and MPs have questioned the area covered and whether the benefits will outweigh the costs.

Welcoming the decision, West Berkshire Council leader Jeff Brooks (Lib Dem, Thatcham West), said: "This is very welcome news and an important step forward for the Thames Valley.

"We have been clear that devolution offers a significant opportunity to bring more powers, investment and decision-making closer to our communities, and I am pleased the Government has recognised the strength of our proposals.

"There is still work to do, but the benefits of working together across the Thames Valley are significant.

"A strategic authority can give our region a stronger voice nationally, help attract investment and give us greater influence over issues such as transport, skills, jobs and affordable housing.

"We look forward to working constructively with Government and our partners to turn this opportunity into real benefits for residents and businesses."
