There have been 97 complaints about district and parish councillors in West Berkshire over the past five years.
Nine were investigated, 12 had other action and most were not followed up.
Complaints about parish councillors' standards rose in the past year. While most cases need no further action, a higher number have required investigation than before.
The council's personnel committee said complaints came from different circumstances, with many alleging a lack of respect. "Although the complaints have not yet been upheld, this is a helpful reminder of the need to be respectful when communicating with others and refresher training will be offered," it said.
West Berkshire Council's Councillor Code of Conduct sets expected behaviour, including treating others with courtesy and respect, declaring pecuniary and personal interests, avoiding conflicts of interest and complying with the Bribery Act 2010.
